In accordance with the document, the head of Uzbekistan formed the Ministry of Innovative Development of the Republic of Uzbekistan and the Foundation for Support of Innovative Development and Innovative Ideas.
As previously reported, Ibrohim Abdurakhmonov, the Minister of Innovative Development, became the vice-president of the Academy of Sciences of Uzbekistan.
From 1 January 2018, the Agency for Science and Technology, the State Commission for Science and Technology and the Foundation for Support and Development of Scientific and Technical Activities will be abolished.
The document underlined that the widespread use of the achievements of world science and innovation has become an important factor in the dynamic and sustainable development of all spheres of life of society and the state.
At the same time, a number of systemic problems, as well as insufficient use of existing capabilities and potential, hinder the accelerated innovative development, the document said.
President Shavkat Mirziyoyev defined the main directions of innovative development of Uzbekistan.
In particular, the decree said that Uzbekistan should create a system of strategic planning, which allows to form future models of innovative development of priority spheres and industries based on long-term scenarios of increasing the country’s intellectual and technological potential.
It is also necessary to introduce innovative forms of public administration to ensure the optimization and simplification of procedures for the provision of public services, increasing the effectiveness of public administration.
The decree said that it is necessary to create a modern infrastructure for the development of science and innovation that can provide the necessary conditions for sustainable growth of the social and economic potential of the territories, as well as to improve the living standards and welfare of the population.
Uzbek leader also instructed to attract investments in the sphere of development and implementation of innovative ideas and technologies, improvement of the regulatory and legal framework to ensures their development.
Creation of effective mechanisms for promotion and implementation of promising domestic achievements in research and innovation activities, including the organization of scientific and experimental specialized laboratories, high technology centers, technology parks and other structures, including with the participation of foreign investors, is one of the key tasks.
Uzbek leader called to develop draft laws on “Innovative activity” and “On science”, which determine, among other things, the principles of state regulation and the forms of support for scientific and innovative activities, as well as the expansion of the possibilities of using innovative ideas, developments and technologies.
