UzLIDeP calls for improving role of parliament

Tashkent, Uzbekistan (UzDaily.com) -- Liberal Democratic Party of Uzbekistan (UzLiDeP) calls for further improving role of the parliament in forming state bodies of the executive power, openness and transparency of the activities of the governments and administrations in places.

Faction of the party in parliament and MPs Groups at local Councils of People’s Deputies actively participated in developing institute of parliamentary and MPs control as important tool to ensure openness of executive power, strengthen role of the parliament and local representative bodies in places.

In particular, UzLiDiP faction initiated a consideration of the report of Prime Minister of Uzbekistan at both chambers of Oliy Majlis of Uzbekistan. On 15 July 2011, Prime Minister Shavkat Mirziyayev presented a report on programme of measures on further deepening of democratic market reforms and liberalization of economy, implemented by the Government of Uzbekistan. MPs also discussed implementation of the state programme “The Year of small business and private entrepreneurship”. Issues of further deepening reforms and liberalization of system of management of economy, increasing consumer demands, growth of economy and development of small businesses were also discussed.

In 2010-2014, the parliament heard reports of the Uzbek Agency for Communication and Information, governor of Andijan and Khorem regions, Deputy Prime Minister, Minister of Agriculture and Water Management on implementation of various programmes and development of small businesses.

In 2010, members of faction of UzLiDeP directed parliamentary requests to First Deputy Prime Minister Rustam Azimov, Deputy Prime Minister and Minister of Foreign Economic Relations, Investment and Trade Elyor Ganiev, Minister of Economy Sunatilla Bekenov on implementation of projects on modernization of production capacities.

In late December 2013, the party faction directed parliamentary requests to the State Tax Committee, Uzdavenergonazarot, Uzkommunhizmat on implementation of the law “On family entrepreneurship”. The written answers were received and amendments and changes to Tax Code were developed.

UzLiDeP also initiated hearings on reports of heads of ministries and departments at the committees. In the reporting period, over 30 hearings at the committees were held.

In future, UzLiDeP intends to continue implementation of constitutional principle of division of government powers, creating efficient system of checks and balances, further development of parliamentarism, strengthen role of representative bodies in soling public-political and social-economic development of Uzbekistan, turn parliament into real conductor of democratic and liberal reforms.

Important task of the party is to strengthen multi-party system and inter-party competition, create whole system on parliamentary and public control over execution of the laws and activities of the state bodies, including law enforcement bodies. The party said it is necessary to update the laws “On state government in places”, “On political parties” and other legislative documents. The party said it is also necessary to develop the law “On parliamentary control”.

The party also calls to transfer some authorities from central state bodies to state bodies in places and public structures and self-governing bodies. The priority task of the party is to further democratize and improve efficiency of the work of the state bodies.
