Uzbekistan adopts measures to develop civil society institutes
Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Islam Karimov approved a resolution “On additional measures on assisting t development of civil society institutes” on 12 December 2013, the press service of Independent Institute of Monitoring of Forming Civil Society said.

The resolution envisages to cut state registration duties for NGOs by five times and state duties for registration of their symbols – 2.5 times from 1 January 2014.

The document also abolished state duties for registration of subdivisions of NGOS (representative offices and branches), including legal entities, registered in Uzbekistan.

At the same time, the registration is simplified for NGOs of people with disabilities, veterans, women and children. According to the resolution, the state duties for their registration set at 50% of the size of the state duties.

The resolution also said that registration bodies now should consider applications of NGOs on registration within a month, not two months as earlier was set.

The resolution said that article 53 of the Civil Code of Uzbekistan will not apply to NGOs. The article envisages that legal entities will be liquidated if they do not carry out any banking operations within six months.

Islam Karimov ordered the Government to adopt decision within a month, which will implement measures on unification and simplification of the state registration, re-registration and liquidation of NGOs, changing their charter documents, submitting tax, statistics and other reports.

The Government was also entrusted to improve organizational-legal mechanisms on interaction of the state bodies and NGOs in solving actual issues, first of all socially important issues. The Government should attract NGOs to development and implementation of sectoral, regional and territorial programmes.
