The document was adopted to experimental testing principles, approaches and criteria of rating assessment of higher educational institutions based on international standards and requirements.

The order created a working commission on holding rating assessment of the higher educational institutions of Uzbekistan. Minister of Higher and Secondary Special Education Bakhodir Hodiev is heading the commission.

Uzbek leader entrusted commission to critically review structure, figures and level of rating system of higher educational establishments based on international criteria and standards within two week to improve quality of work of universities and training of high skilled specialists.

The document said that the commission should pay attention to such criteria as level and quality of teaching compared to foreign universities, skills of teachers and use of modern teaching technologies, participation of teachers at lectures in foreign universities, level of employment of university graduates on their specialty and cooperation of universities with enterprises, level of equipment of the universities, etc.

President of Uzbekistan entrusted the commission in cooperation with the State Center for testing at the Cabinet of Ministers to conduct testing of students up to 1 November 2013 to determine their knowledge and quality of teaching.

The commission along with experts will conduct rating assessment of educational establishments based on above mention principles and criteria as an experiment till 1 December 2013.

Based on the results of the conducted work, the commission will present a final information with concrete proposals on further improvement system and methodology of conducting rating assessment of the universities will 1 January 2014 to the Office of the President of Uzbekistan.

The Government of Uzbekistan issued a resolution on 29 December 2012, which envisages introduction of annual rating assessment of the universities in Uzbekistan in 2013.
