Uzbekistan to adopt Concept of Foreign Policy Activities
Tashkent, Uzbekistan (UzDaily.com) -- President of Uzbekistan Islam Karimov submitted a draft law “On approval of the Concept of Foreign Policy Activities of Uzbekistan” to the Legislative Chamber of Oliy Majlis of Uzbekistan as a legislative initiative.

The Committee of Legislative Chamber on ecology and environment issues discussed the draft law on 30 July at its session. Representatives of Ministry of Foreign Affairs, MPs, and others participated at the event.

The concept rates changes in modern international relations system from position of Uzbekistan. National interest of Uzbekistan was the main ground in formation of conceptual basics of the foreign policy.

Strengthening of state independence and sovereignty, its role in international life as full-fledged member of international relations, taking place among democratically developed state, creating security, stability and good neighborhood area around Uzbekistan are main goals of the foreign policy of Uzbekistan, which is based on priority of national interest of Uzbekistan and equality of cooperation.

The participations of the session underlined that globalization processes are opening opportunities for stable development of the state and create hidden threats to economic, food, energy, ecology, information and humanitarian security.

These aspects are key in formation of priorities of foreign policy of Uzbekistan and protection of its national interests in international arena. At the same time, the session noted that the Central Asian states do not have common position on use of trans-boundary rivers and denial of international laws by some state, which do not allow to solve issues of effective use of trans-boundary rivers.

Uzbekistan has principle position on rational and effective use of trans-boundary rivers in the Central Asian region. Uzbekistan joined and ratified the Convention on the Protection and Use of Transboundary Watercourses and International Lakes and the Convention on the Law of the Non-navigational Uses of International Watercourses, which set principle requirements on taking into account interests of all states at designing and construction of water objects. Currently, some countries of the region does not join to these document.

Water is main factor for social-economic well-being of population and development of society in all countries of Central Asia. Important issue for Uzbekistan and other states of the region is ensure effective water use, fair water distribution and achievement of agreement on water use between countries, located in lower and upper reaches.

Uzbekistan is for open, friendly and pragmatic policy in relation to neighboring states, and believes that all actual political, economic and ecologic problems should be solved taking into account mutual interest and based on international law. Problems of the Central Asian region should be solved without interference of external forces and by efforts of the states in the region.

Participation at authorized international and regional organizations meets international interests of Uzbekistan. Uzbekistan believes the UN as the only universal organization in keeping global security and stability, as well as solving intergovernmental problems.

After discussions, the committee decided to support the draft law at the plenary session of the Legislative Chamber of Oliy Majlis of Uzbekistan.
