Parliamentarian committee discusses activities of Accounts Chamber
Tashkent, Uzbekistan (UzDaily.com) -- On 9 March 2012, Committee of budget and economic reforms of the Legislative Chamber of Oliy Majlis of Uzbekistan held an expanded session to discuss the report on results of activities of Account Chamber in 2011.

The meeting was attended by the MPs, representatives of ministries, departments, and local administrations.

At the session, it was noted that the activities of the Accounts Chamber in 2011 was directed at implementing tasks, determined by the president and executing anti-crisis measures, as well as ensuring stability and gradual development of economy, deepening structural reforms and increasing economy’s competition, etc.

In line with the law of Uzbekistan “On budget system, the Accounts Chamber carried out external audit and assessed the report on execution of the State Budget for 2010, analyzed main directions of tax and budget policy, as well as draft project of the State Budget for 2012.

At the same time, the organization paid attention to role and liabilities of payment in fiscal policy of Uzbekistan as factor, impacting to development of economy and growth of population well-being, as well as assessed formation income part of the state budget, etc.

In the reporting period, Accounts Chamber conducted control over legal, targeted and effective use of the resources of the State Budget by ministries, departments, as well as execution of local budget of Ferghana region and Tashkent city in 2010, and revealed reserves for optimization of budget expenses and their effective use.

At the event, participants criticized officials for their inactivity in search of other sources on attracting resources to local budgets and they used budget resources ineffectively.

It was underlined that violations on use of the state budget were directed to law enforcement bodies for their consideration.

Participants also paid attention to discuss and analyze reasons of violations and shortages, which were revealed during inspection of Accounts Chamber and ways of their elimination.

It was underlined that state bodies and local administrations do not pay attention to elimination of revealed shortages and violations, as well as effective use of local budgets.

The session made proposals and recommendations to strengthen control of the Accounts Chamber on execution of the anti-crisis measures, ensure targeted and effective use of local budgets, etc.
