In 2010, joint work of MPs and Senators of Oliy Majlis allowed to introduce changes and amendments to Code of Administrative Responsibility, which allowed to strengthen responsibility of heads of entertainment establishments and other responsible persons for adhering to set norms and avoiding attraction of under-ages to unhealthy environment.

Currently, it is banned to allow children without parents to entertainment establishments during night time. Entertainment places are restaurants, cafes, bars, clubs, discos, cinemas, computer halls and other premises, equipment for rendering access to Internet.

These measures already are giving their fruits as young people prefer sports, active rest, reading and others to night clubs. Currently, some 260,000 children are engaged in sport activities.

Legislators note that the Law will also raise responsibility of parents and entrepreneurs for staying of under ages at entertainment establishments during nigh time without care. In particular, heads of other responsible person of entertainment establishment, who allowed under-ages to stay in their premises during night time without care, will be fined with penalty at the size of equal from 10 to 15 minimum size of salary.
