Legislative Chamber of Oliy Majlis of Uzbekistan passed the law on 2 November 2010, while the Senate approved it on 3 December 2010.

The main goal of the document is to clarify sphere of state regulation of natural monopolies and further modernization of system of railway transportation, introduction of methods and mechanisms of state regulation of railway transportations, including infrastructure of railroads.

This change is introduced to improve state regulation of issues on use of railway infrastructure taking into account experience of foreign states in context of strengthening market mechanisms and development of competition in railway transportation, setting maximal tariffs for internal railway transportation services.
