Plans for financial control reported to Uzbek leader

Tashkent, Uzbekistan (UzDaily.com) — On 20 January 2025, President Shavkat Mirziyoyev was briefed on the presentation of the Accounts Chamber, which outlined the results of its work for 2024 and the main objectives for 2025.

In matters of efficient use of funds and program implementation, financial control has gained particular importance. In recent years, the Accounts Chamber has undergone significant changes and has become an essential tool for ensuring budget discipline in the regions. Instead of the outdated system of checks, an audit based on international standards has been implemented. This has allowed Uzbekistan to improve its position in the World Bank’s "External Audit Indicator," where the country has risen to the "good" level.

On July 10, 2024, the Presidential Decree "On Additional Measures to Strengthen Financial Control over the Use of Budgetary Funds" was adopted. This document defines tasks aimed at improving internal audit systems in ministries and government agencies, as well as conducting external audits of the consolidated budget’s execution.

The process of the agency’s digital transformation continues: the automated information system "Remote Audit" has been introduced, covering 34 ministries and agencies. As a result, in 2024, the Accounts Chamber ensured additional revenue to the budget amounting to 3.7 trillion soums, optimized inefficient expenditures totaling 9.2 trillion soums, and prevented financial mistakes amounting to 2.3 trillion soums. In public procurement, deficiencies totaling 4.5 trillion soums were identified and addressed.

For the continuation of systematic work in 2025, as noted at the meeting, data from 110 ministries and agencies will be integrated into the "Remote Audit" system. This will enable the monitoring of budget expenditures amounting to 480 trillion soums.

Equally important tasks remain the identification of additional sources of revenue for the budget and the prevention of financial risks. There is also a need to strengthen the monitoring of financial activities in state-owned enterprises. This year, efforts will focus on ensuring the full receipt of budget revenues totaling 309 trillion soums and initiating audits of international projects funded by international financial institutions.

The President emphasized the need for strict adherence to financial discipline requirements and cost savings in all government agencies.
