Parliament discusses decreasing licensing types of activities
Tashkent, Uzbekistan (UzDaily.com) -- Committees of Legislative Chamber of Oliy Majlis on information and communication, as well as industry, construction and trade held a roundtable “Improvement of legislation, directed at cardinally decreasing licensing types of activities and permission procedures”.

Representatives of the Cabinet of ministers, interested ministries and departments, civil society institute, small businesses and private enterprises, experts and others participated at the event.

It was stated that Uzbekistan pays great attention to creation of favourable conditions for business activities and abolishment of administrative barriers. Some 400 laws were adopted to reform and modernize economy of Uzbekistan, which serve as firm ground for liberalizing and modernizing economy.

Adopted presidential decree “On additional measures on forming maximum favourable business environment for further development of small businesses and private entrepreneurship” from 24 August 2012 and presidential resolution “On abolishment of red-tape and further increasing freedom of business activities” from 25 August 2012 serve as logical continuation of conducted works in the country in this direction.

These documents are directed at cardinal improving business climate, liberalizing economy, speeding up market reforms and providing more freedom to business activities in Uzbekistan.

During the roundtable, the sides discussed draft laws “On introduction of changes and amendments to some legislative acts of Uzbekistan in connection with cardinal decreasing licensing types of activities and permission procedures” and “On introduction of changes and amendments to some legislative acts of Uzbekistan in connection with adoption of Law “On permission procedures in entrepreneurship activities”, which were passed in the first reading by Legislative Chamber. These documents introduce changes and amendments to 35 existing laws, which abolish 15 licensing activities and 80 permission procedures.

The participants underlined that Uzbekistan stage-by-stage introduces modern international experience on abolishing red-tape and creating firm ground for small business development. At the same time, it was said that use of modern experience in state administration of business activities, introduction of transparent mechanisms of administration procedures will allow to simplify procedures, cut expenses and time, necessary for obtaining permission procedures.

At the meeting, the participants considered draft laws and made their proposals and recommendations on their improvement.
