Tashkent, Uzbekistan (UzDaily.com) -- Since 2005 the EU-UNDP Enhancement of Living Standards (ELS) Programme implemented in regions of is helping to build institutional capacity and empowering communities to take development into their own hands. All of these initiatives are helping the country to come closer to achieving the national Millennium Development Goals (MDGs).

The effectiveness and future sustainability of the ELS programme require keeping project goals on track and spotting where additional efforts and support are needed. Successes at project level cannot be evaluated if not monitored during the project’s lifetime. A monitoring system involves measuring, recording, collecting, processing and interpreting data and information, and involves project staff, communities, beneficiaries and major stakeholders who are seen as an integral part of project activities.

Currently, the ELS programme is active in Andijan and Namangan regions. The project underwent its 2nd monitoring evaluation. Considering that the ELS programme has considerable experience and lessons learned the project in Andijan and Namangan received good reviews within the context of project activities and outcomes and effect both in terms of the project’s progress and also in relation to the development of people’s knowledge, skills and understanding.

To improve on current results, the ELS will endeavour to expand community development approaches to non-target communities and also address recommendations for wider impact including the increase of training and capacity building activities.

The project expects to achieve the following objectives: improved understanding and practical application of enhancement of living standards policies and techniques by local authorities in Andijan; improved public service delivery and reinforce organisational capacity of 113 Mahallas; and extend business and advisory capacity of Mahallas and improve economic productivity in communities in Namangan.

Monitoring evaluation is an integral part of development practice and it is a process which ranges from information, assessment and consultation so as to provoke ownership of and responsibility for the development initiatives.
