The course is organized by the office of the OSCE Project Co-ordinator in Uzbekistan together with Uzbekistan’s Foreign Ministry. Representatives from the Secretariat of the Council of the Baltic Sea States, Latvia’s Foreign Ministry, international experts from Estonia, the United Kingdom as well as national experts from Uzbekistan’s anti-trafficking commission and a local NGO will provide the training. Twenty consular officials from Uzbekistan based in trafficking destination countries including India, Thailand, Turkey, Russia, along with the consular and diplomatic personnel from the Foreign Ministry in Tashkent attended.

"Special priority is given by the OSCE to the training of frontline officials from all agencies in Uzbekistan that might encounter trafficking crimes. Throughout the training programme a strong emphasis will be given to practices based on human rights values in dealing with the victims and in the process of identifying and assisting them," said Ambassador Gyorgy Szabo, the OSCE Project Co-ordinator in Uzbekistan.

A Russian-language handbook for diplomatic and consular personnel produced by the Council of the Baltic Sea States Secretariat will be distributed to all the participants.

The training is financed by a voluntary contribution from the United States and is part of a larger OSCE co-operation project to combat human trafficking and labour exploitation.
