OSCE Centre organizes training course on legislative drafting in Turkmenistan
Tashkent, Uzbekistan (UzDaily.com) -- The first in a series of technical courses in legislative drafting skills for parliamentarian legal officers concluded yesterday in Ashgabat.

The three-day course was organized by the OSCE Centre in Ashgabat in close co-operation with the Mejlis (Parliament) of Turkmenistan.

Eleven parliamentarian legal officers took part in the course to further advance their legislative drafting skills. During the course, participants discussed legislative techniques, classification of legislative acts and the rules for drafting legal texts. Special emphasis was placed on practical exercises, during which participants exchanged views on the practical aspects of law drafting with an international expert who conducted the course.

"This series of courses supports continuing legal reforms and further advances the drafters’ skills in turning policy and administrative requirements into practicable, effective and clear laws," said Ambassador Arsim Zekolli, the Head of the OSCE Centre.

Daniil Chukhvichev, an expert from Russia who conducted the seminar, added: "The seminar demonstrated the importance of studying law drafting techniques and helped the participants get a better understanding of the fundamentals of the techniques and methods they apply in practice."

The Centre also donated legislative handbooks and other relevant materials dealing with formal and technical aspects of law drafting skills to course participants.
