OSCE Centre helps Kyrgyz police learn about democratic means to maintain public order
Tashkent, Uzbekistan (UzDaily.com) -- An OSCE Centre training course that starts in Osh on 5 October 2009 aims to help police officers learn about how to maintain public order while acting in line with international standards.

More than 100 officers from specialized police units will take part in the course, to be delivered by an international expert on public security from the Lithuanian Interior Ministry and the head of the Kyrgyz Police Academy’s Training Centre for Public Disorder Prevention and Conflict Resolution.

Several of the participating police officers will be certified as local instructors so they can later train their colleagues.

"Public order management is a sensitive matter in any country. It is important for the law enforcement to exercise restraint when working to maintain order during peaceful public rallies. The main goal of the course is to incorporate international human rights standards, in particular those related to freedom of assembly, in police work," said Lilian Darii, Deputy Head of the OSCE Centre in Bishkek.

Rinat Maksutov, the Head of the Police Academy’s Training Centre for Public Disorder Prevention and Conflict Resolution, added: "The main goal of the course is to train the police officers working in the area of public order management to adhere to international public safety standards to ensure human rights."

The training was organized by the OSCE Centre in Bishkek as part of its activities to strengthen the institutional, operational and educational capacities of the Kyrgyz police.
