Tashkent, Uzbekistan (UzDaily.com) -- Tashkent city administration reported that they had responded to complaints from residents of the C-1 massif, and also clarified the involvement of the alleged head of government in the instructions to demolish the establishments.

The khokimiyat said that at one of the field meetings of acting khokim of Tashkent Shavkat Umurzakov, residents of the C-1 massif expressed dissatisfaction with the activities of facilities located on the lower floors of the houses in which they live, and complained of inconvenience due to noise, the smell of food and vehicles of visitors.

On the basis of these appeals, the city khokimiyat and the Control and Supervision Inspectorate in the field of construction and housing and communal services studied the situation and found that business entities grossly violated urban planning norms, arbitrarily and illegally made changes to the construction of buildings, and also carried out construction contrary to the norms.

According to clause 6.2 of urban planning norms and rules for residential buildings, it is not allowed to place in adjacent premises of multi-apartment residential buildings:

• public catering establishments with a capacity of more than 35 seats, preparing hot food using an open grill and barbecue, with musical accompaniment;

• all service enterprises operating after 22:00;

• public service establishments, in the technological processes of which noisy and flammable materials are used.

In addition, according to paragraph 7.3 of the section on ensuring the safety of buildings during the reconstruction, alteration and re-equipment of premises in apartment buildings, in apartment buildings it is not allowed:

• the use of devices and fixtures that cause an increase in the standard loads acting on partition slabs and flights of stairs in the reconstructed premises;

• work without special measures to prevent damage to adjacent rooms and rooms that are higher (lower);

• blocking escape routes, other common areas (stairs, common corridors, balconies, verandas and other areas), as well as areas around a residential building.

“Arbitrary changes in high-rise buildings have a serious negative impact on their seismic resistance. All these norms are violated in the objects at the above address, so these objects are brought into line with the norms and rules of urban planning. That is, no illegal actions are taken against entrepreneurs, and appropriate measures are taken on the basis of the current legislation of the Republic of Uzbekistan,” the khokimiyat noted.

Also, information began to spread on social networks that the order to demolish the objects was given by Prime Minister Abdulla Aripov.

The representative of the press service of the government of Uzbekistan, Bekzod Khidoyatov, said that the information that on 28 May Abdulla Aripov visited the center of the capital together with acting khokim, and also gave instructions to demolish cafes and shops, false and untrue.

According to him, on 28 May, from 10:00 to 22:00, the head of government was in Samarkand region.

The city administration also stressed that the study of this situation and the adoption of appropriate measures were carried out by the khokimiyat of the city of Tashkent. Officials of the Cabinet of Ministers of the Republic of Uzbekistan did not take part in this process and did not give instructions.
