MPs plan to improve parliamentary control
Tashkent, Uzbekistan (UzDaily.com) -- Liberal Democratic Party of Uzbekistan (UzLiDeP) fraction at the lower house of parliament is discussing with experts and scholars upcoming tasks on strengthening controlling functions, which were outlined in the Concept of further deepening democratic reforms and forming civil society.

Head of chair of Tashkent State Law Institute Omom Muhamedjanov said that currently, thanks to the implementation of the Concept, Uzbekistan shifts to quality new stage of reforming not only state office, but also political and public relations.

He said that the role and importance of political party is increasing and the healthy part competition is developing. He added that competition among political parties can impact to solving problems through finding alternative ways of task solving. From various offered programmes, the voters will have real opportunity to select.

According to UzLiDeP, currently it is possible to outline several peculiarities of new stage of reforms, which was started with the Concept for further deepening democratic reforms and forming civil society in the country.

First, Uzbekistan gradually continues to develop based on its own model. Second, the system of public and state construction chose generally adopted principles and norms of international law, but historic experience, national traditions and mentality of the Uzbek people. The role of parliament grew significantly in solving general government tasks. Third, Oliy Majlis creates organizational-legal conditions for full implementation potential of political parties and their fractions.

Currently, Uzbekistan creates precondition for more balanced distribution of authorities among three subjects of the state power – President, Legislative and Executive powers. This also clearly outlines main tasks of the head of state – to ensure coordinated functioning and cooperation of the state power.

So, new stage of democratization of the state power and governance is directed at ensuring sustainability and succession of the government system, improving constitutional-legal mechanism, envisaged balanced equality of the state power branches, creating effective system of “deterrent and counterbalance” between them.
