The draft law was developed in line with the presidential resolution “On measures on further support and development of entrepreneurship activity” from 15 May 2009 and the presidential decree “On additional measures on attracting graduates of educational establishments into entrepreneurship activity” from 28 July 2010.

The document is directed at creating new jobs for young specialists, supporting them in conditions of market relations, creating conditions for development of outwork.

The draft law envisages to preserve preferences, guarantees and rights of microfirms and small businesses. The law allows microfirms and small businesses to exceed maximum number of employees, set by the legislation, by 20% if they employ graduates of professional colleges, academic lyceums and higher educational establishments.

At the same time, the document also said that microfirms and small businesses can exceed maximum number of employees by 30% if they sign outwork agreement.

Legislative Chamber of Oliy Majlis of Uzbekistan passed the law and it will be submitted to Senate of Oliy Majlis for approval.
