MPs hold hearings on execution of industrial development programme
Tashkent, Uzbekistan (UzDaily.com) -- Legislative Chamber of Oliy Majlis of Uzbekistan held parliamentary hearings on execution of the programme on implementation of priorities of development of industry of Uzbekistan in 2011-2015. Deputy Prime Minister of Uzbekistan Gulomjon Ibragimov delivered a report.

The hearing was initiated by Liberal-Democratic Party of Uzbekistan to analyze execution of programme and develop measures on further improving legislation base for development of local industry, raising activity and role of MPs in this direction.

It was noted that the programme envisages implementation of over 500 large investment projects in industry due to all sources of financing with total sum of over US$50 billion, including 220 projects worth for US$41.8 billion in geology, fuel-energy complex, chemistry, petrochemical and metallurgy industries. Wide-scale work on increasing competitiveness and decreasing dependence of industry and economy from external market situation, as well as development of basic industries are conducted.

The measures, adopted to ensure fast development of energy, oil and gas industries, chemical industry, as well as decrease production cost and prime cost of products, allow to produce competitive products with high value added cost, demanded in the world. This helps to implement projects, directed at modernizing, technical and technological updating production capacities, speeding up introduction of innovative technologies, inter-industrial cooperation and localization of production, further development of small and private businesses.

In particular, it was said that 33 investment projects for US$4.33 billion were implemented by October 2012, of which 11 projects fell to share of Uzbekenergo, six – Almalyk Mining and Metallurgy Combine, 5 – Navoi Mining and Metallurgy Combine, 4 – Uzbekneftegaz, 4 – Uzmetkombinat, and 3- Uzkimyosanoat. Their implementation allowed to increase gas transportation capacity of pipelines by 30 billion cubic meters a year, production of liquefied gas by 50,000 tonnes, processing of oil-slime by 5,000 tonnes a year. The country increased production of electricity, mining and processing of ores, expanding and modernizing infrastructure objects. Uzbekistan also constructed and reconstructed 271.2 km of high voltage power lines. The country launched production of cosmetic products, haberdashery goods, children toys, copper and brass foils.

Legislative Chamber created a working group, which included representatives of the government, ministries and departments, prepared analytical materials on studied issues.

Within the preparation to hearings, Legislative Chamber held over 50 meetings and roundtables with participation of over 1,500 specialists, experts, state bodies and companies, and others.

MPs also visited industrial objects in mining, fuel-energy, chemistry, petrochemical and metallurgy industries. They also studied construction of Ustyurt Gas Chemical Complex at Surgil field in Karakalpakstan, construction of propane-butane facility at Mubarek Gas Processing Plant in Kashkadarya region, expansion of capacities of Dehkanabad potash fertilizers plant, etc.

During the meeting, political parties and Ecologic Movement of Uzbekistan expressed their views on implementation of the programme. They called for full-scale implementation of the programme. It was said that it is planned to create 972,000 jobs.

After the hearings, MPs adopted a resolution of the Legislative Chamber of Oliy Majlis.
