MPs consider execution of State Budget for 1H
Tashkent, Uzbekistan (UzDaily.com) -- Legislative Chamber of Oliy Majlis of Uzbekistan held a session to discuss execution of the state budget for the first half of 2013, the information service of the lower house of Uzbek parliament said.

At the session, it was said that the state budget of Uzbekistan was implemented in line with the parameters, approved by Oliy Majlis of Uzbekistan, in the first half of 2013, as well as targeted implementation of important priorities of the programme on social-economic development of Uzbekistan for 2013.

It was noted that Uzbekistan’s economy grew by 8% in the first half of 2013, industrial output – 8.2%, agriculture production – 7.3%. The state budget was executed with 0.1% surplus to GDP and income part of the budget was executed with 0.5% surplus. Some 15,800 new small businesses were created in Uzbekistan in six months of 2013, of which 28.2% fell to share of industry, 26.8% - trade and catering, 15.1% - agriculture and forestry, and 9.6% - construction sectors. Number of active businesses rose by 4.6% year-on-year in the first six months of 2013.

In the result, the volume of production of microfirms and small businesses increased in the reporting period, which increased receipts from single tax payment. The growth rate made up 24.9% year-on-year in the first six months of 2013.

The country created 554,400 new jobs in the first half of 2013, of which 344,400 were created in rural areas. Income of the State budget made up 24.3% to GDP and expenses 24.2% to GDP. The budget surplus made up 0.1% to GDP.

MPs said that Uzbekistan produced import-replacing products for US$2.5 billion soums in the first half of 2013, which helped to increase gold-currency reserves. Stimulation of internal demand and support of national goods producers helped to increased production of consumer goods by 14.4%.

MPs underlined that some 60.9% of all expenses of the State Budget were directed to finance social sector and development of education, healthcare, social support of population, etc.

The Legislative Chamber noted that several organizations are violating the law “On treasury execution of the State Budget” and illegally using budget resources. It was noted that effective measures should be adopted untargeted use of the budget funds.

After discussions, the Legislative Chamber approved execution of the State Budget of Uzbekistan in the first half of 2013 and adopted a corresponding resolution.
