MOU signed Between Anti-Corruption Agency and Committee of Legislative Chamber

Tashkent, Uzbekistan (UzDaily.com) — On 6 September 2024, a memorandum of mutual cooperation was signed between the Anti-Corruption Agency of Uzbekistan and the Committee of the Legislative Chamber of the Oliy Majlis on Anti-Corruption and Judicial-Legal Issues.

The Committee of the Legislative Chamber of the Oliy Majlis reviewed the National Anti-Corruption Report for Uzbekistan in a preliminary manner. The report highlighted recent improvements in the country’s legal and institutional frameworks for preventing and combating corruption, along with systemic reforms aimed at fostering an environment of intolerance towards corruption.

Modern anti-corruption mechanisms are being widely implemented in state agencies and organizations, and measures are being taken to ensure transparency and accountability to the public.

The “Uzbekistan-2030” Strategy sets target indicators for increasing the effectiveness of anti-corruption systems and creating a zero-tolerance culture towards corruption.

To ensure consistency in state policy, the State Program for Anti-Corruption for 2023-2024 has been adopted, expanding the list of information required to be disclosed from 35 to 40 items.

Additionally, in 2023, Uzbekistan advanced by 5 positions in Transparency International’s Corruption Perceptions Index, reflecting a decade-long trend of stable growth in the index rating.

During the discussions, while acknowledging the positive work done in anti-corruption efforts, criticisms were raised about the incomplete elimination of conflict-of-interest factors in internal control structures and the lack of a regulatory act for forming initial pricing in state procurement procedures.

The committee members proposed measures to address these shortcomings and deemed it appropriate to include the National Report on the agenda of the Legislative Chamber’s meeting.

The committee made the relevant decision regarding the agenda, and a memorandum of mutual cooperation was signed between the Anti-Corruption Agency of Uzbekistan and the Committee of the Legislative Chamber of the Oliy Majlis on Anti-Corruption and Judicial-Legal Issues.
