Mobile Application “Job Café” to order market for dayworkers

Tashkent, Uzbekistan (UzDaily.com) -- On 13 February, a round table on the topic “Ordering the one-day labor market” was held within the framework of the Laboratory for Innovations and Management Solutions being created.

The event was organized by the Ministry of Innovation Development of the Republic of Uzbekistan together with the UNDP project "Assistance in the development of effective public administration and digital transformation"

A demo version of the “Job Cafe” mobile application was presented at the event, and mechanisms for the implementation of this project, which will cover the social and legal aspects of temporary one-time work, were discussed.

Moderator of the round table - Coordinator of the Laboratory for Innovation and Management Solutions at the Ministry of Innovation Development Salomat Yuldasheva in her opening speech noted that this project is of particular importance for regulating the employment market, especially the labor market of temporary workers, consisting mainly of low-skilled or semi-skilled labor.

The goal of the project is to create an information and analytical system for registering temporary workers, popularly called “mardikery”, strengthening ties between workers and the state employment service, encouraging the creation of new jobs for temporary workers, creating a loyal attitude to temporary work, ensuring adequate conditions for hiring, both employers and laborers.

Lead specialist of department of commercialization and technology transfer of the Center for Advanced Technologies under the Ministry of Innovation Development Rustam Ibrahimov introduced the “Job Cafe” mobile app he created to the round table participants.

- This application works through a mobile phone - said Rustam Ibrahimov. - It will contain a list of citizens seeking day jobs, which will be formed by the applicants themselves, employees of regional agencies, the single window service, call-center operators. The employer, without leaving home or office, will be able to hire an employee, and the latter will get rid of the need to go to the traditional gathering places for handymen, whose conditions leave much to be desired. In the future, we will work on the legislative component of the labor protection of temporary workers. A standard classification for marketer handymen will be introduced.

At the meeting, it was emphasized that the project will not be limited only to the provision of work for laborers and the needs of employers. The project will contribute to solving such problems as a medical examination, which must be done, say, on a quarterly basis, opening ID cards for employees or assigning a QR code, solving problems of relationships with employers, protecting workers from the arbitrariness of employers, and the last from illegal actions of employees, such as property theft, etc.

Implementation of work under a one-time contract will serve to resolve possible disputes arising in the course of the implementation of the agreed works.

In addition, it envisages the opening of temporary workbooks for temporary workers, and they can, at their discretion, make voluntary payments to the pension fund in order to receive a pension when they reach the appropriate age.

It is assumed that this project will be carried out jointly with the Youth Union of Uzbekistan, the Ministry of Health, the Ministry of Employment and Labor Relations, the Women’s Committee of Uzbekistan, the Ministry of Internal Affairs and other interested departments and organizations.
