According to the Ministry of Justice, in the reporting period the total of 637 drafts of regulatory-legal acts passed through the legal examination in the sphere of legislature and law enforcement practice. The Ministry itself developed and submitted to the Government 38 drafts of regulatory-legal documents. In addition to this, 193 of the presented regulatory-legal documents passed the state registration, 229 were excluded from the state register, and 272 regulatory-legal acts were included in the state register.
It is a known fact that protection of human rights and liberties is one of the priority tasks of the justice bodies. Within the frames of their competence, the justice bodies considered the total of 1,726 claims relating to the protection of the rights and freedoms of citizens. In order to eliminate existing shortcomings in this sphere 663 directives were sent to the concerned organizations and institutions. The enactment of 193 decisions of state government agencies, organizations and institutions was canceled, and 884 responsible officials were charged with disciplinary offences.
In the first nine months of this year about 8,000 different events were conducted within the frames of raising the legal literacy of the population, particularly relating to the protection of human rights and freedoms. On the initiative of the Ministry seminars on "the importance of the universal human rights declaration" were conducted in all territorial departments. Measures were taken to organize similar seminars in distant regions of the country.
During the meeting it was pointed out that for the purpose of raising the legal literacy and culture of the Uzbek society, and to coordinate the activity of state agencies in this direction, the justice bodies implemented over 31,000 different events. In particular it was emphasized that special attention is given to strengthening promotional efforts through television, radio, newspapers and magazines, as well as other mass media. At the same time the need for further improvement of the quality and content of speeches on this subject delivered through the central and local media, as well as further improvement of the ministry’s website was emphasized.
It was also pointed out that as a result of the justice bodies’ actions aimed to restore the violated rights and legal interests of entrepreneurs, citizens and foreign investors, and regulate contractual relations, writs for the total amount of over 36 billion soums were satisfied.
Moreover, based on 4,000 directives of the justice bodies, the enactment of 872 different illegal documents was annulled and cancelled. Also, recommendations to apply criminal punishment measures were submitted for 48 responsible officials, and to apply administrative punishment - for 793 officials. The total of 4,863 officials was charged with disciplinary offence and 327 of them were removed from their positions.
During the meeting it was stated that 79% of the total of 1,206,615 executive documents kept in the record of the Department for Execution of Court Decisions, Material-Technical and Financial Support of Courts had been executed.
Also, during the meeting participants discussed the main measures to be taken to prevent shortcomings and mistakes in the performance of the tasks set by the government in the agricultural sector, particularly in the composition and implementation of agreements on the growth and sale of agricultural products on the territory of the country, with due attention to the performance of the planned measures in this direction.
Also, the tasks were identified for the improvement of the operational efficiency of farming businesses on the basis of land optimization.
The meeting participants paid particular attention to the fact that the primary task of the justice agencies is to support small businesses and private entrepreneurs, protect their rights, and activate the efforts in the protection of human rights and strengthening the interaction with other agencies in this direction. They also pointed out the need to improve the activity of the hotline services.
