Tashkent, Uzbekistan (UzDaily.com) -- Today, the Ministry of Health, together with the Ministry of Finance, the khokimiyat of Syrdarya region, the State Health Insurance Fund and the WHO office in Uzbekistan, organized a press tour for journalists and bloggers to Syrdarya region.

The goal is to inform the public about the new model of organizing the health care system, as well as about the pilot project for the implementation of information systems and databases "Electronic Clinic" and state health insurance.

The event was attended by the khokim of Syrdarya region Gafur Mirzaev, Deputy Minister of Health Abdulla Azizov, Deputy Minister of Finance Jamshid Abruev, Head of the WHO Representative Office in Uzbekistan Lian Kuppens, Director of the State Health Insurance Fund Farrukh Sharipov.

From 1 July 2021 until the end of 2022, the introduction of a new system of state health insurance is envisaged in the health care system of Syrdarya region, which will be tested as part of a pilot project.

The new system being introduced in Syrdarya will allow, firstly, to improve the quality and volume of medical services provided to the population, and secondly, to increase the life expectancy of the population.

The state health insurance system will be gradually introduced from 2021.

The first stage will be implemented as an experiment in medical institutions of Syrdarya region, the second stage - in 2023 in the Republic of Karakalpakstan, Samarkand, Navoi, Surkhandarya, Fergana regions and the city of Tashkent, the third stage - in 2025 throughout the country.

During the event, experts informed journalists about the creation of the State Health Insurance Fund under the Ministry of Health and the work done from 1 December 2020 to 27 April 2021.

The Fund has begun preparations for the implementation of a new healthcare model in medical institutions of Syrdarya region.

In particular, 5 institutions of primary health care in the city of Gulistan, 2 in the city of Yangier and 14 in the Bayaut region are involved in the project.

Seminars were held with the participation of international experts on the development of a package of free medical services guaranteed by the state, the formation of teams of medical specialists, as well as the creation of a single electronic platform for monitoring public health.

Special medical teams were formed, the mechanism of work of doctors with patients was adjusted. As a result of the census, more than 102 thousand residents of the city of Gulistan, 42 thousand of the city of Yangiyer and more than 123 thousand of the Bayaut region were included in the database of the "Electronic polyclinic".

As it was noted during the press tour, at present, Syrdarya region is a leader in implementing reforms in the field of introducing the health insurance system. The pilot project, which will be implemented in the region by the end of 2022, consists of 5 components.

These include improving healthcare delivery, healthcare management, system financing, digitalization, and project management. The introduction of state health insurance and the planned reforms will allow the population to receive better quality medical services within the framework of a package guaranteed by the state.

It was also said that the introduction of a new model for organizing the health care system will serve to improve the quality of medical services without attracting additional funding.
