Uzbekistan President Islam Karimov signed a resolution “On measures on further improvement organizational activity of dehkan markets and trade complexes” on 26 April 2010.
In line with the document, trade places should be allocated to only those individuals, who have state registration as individual entrepreneurs, except sellers of agriculture products and used goods.
Up to 1 July 2010, the government entrusted to equip check-out equipment at objects, carrying out money transactions with the population at trade complex, dehkan, specialized and cloth markets.
In particular, check-out equipment should be installed at specialized stationary pavilions on realization of food and non-food products, car parking sites, points on accepting payments from population, including for communal services, telephony and mobile communication services.
By 1 July 2010, express analysis laboratories will be created at each food markets in Uzbekistan to check quality of food products. The laboratories will issue certificates and products without certificates will not be allowed to realization.
The document said annually Finance Ministry and State Tax Committee of Uzbekistan will approve the size of one time fees, rend payment and the cost of rendered services annually.
The resolution said by 1 June 2010, automated system on charging market fees and rent payments through banking system will be introduced in all markets, trade complexes and their branches, which has 100 and over stationery trade points.
In line with the document, car parkings, located near markets, will be transferred to markets and they will be equipped with check-out and POS-terminals by 1 June 2010.
From 1 July 2010, retail trade enterprises and microfirms and small enterprises, working in service sector, will pay single tax payment in line with the legislation, but not lower than set fixed tax, which is paid by individual businesses.
