Mandatory digital labeling of fertilizers and pesticides introduced in Uzbekistan

Tashkent, Uzbekistan (UzDaily.com) — Uzbekistan has introduced mandatory digital labeling for pesticides and mineral fertilizers. The relevant decree was adopted by the Cabinet of Ministers on 8 April 2025.

This measure is aimed at ensuring the use of high-quality products in the cultivation of export-oriented agricultural products, as well as preventing the import of counterfeit and smuggled goods. The need for the system's implementation was outlined in the presidential decree dated 1 April 2024.

According to the decree, all types of nitrogen, phosphorus, potassium, and complex fertilizers, micronutrients, as well as substances based on chlorides, sulfates, borates, bromomethane (methyl bromide), and others will be subject to digital labeling. Additionally, the labeling will be mandatory for insecticides, fungicides, herbicides, plant growth regulators, disinfectants, as well as sticky tapes and similar products.

The system will be implemented in stages: a pilot project is scheduled to run from May 1 to 31 October 2025. The pilot will involve five companies: Maxam-Chirchiq, Swissagro, Ifoda Agro Kimyo Himoya, Indorama Kokand Fertilizers and Chemicals, and Schelkova Agrohim-O'zbekiston.

Starting from 1 May 2026, digital labeling of these types of products will become mandatory.

To implement the pilot phase, a temporary regulation has been approved, outlining measures to confirm the authenticity of mineral fertilizers and plant protection chemicals, combat illegal imports, production, and circulation, as well as exclude the use of shadow schemes.

Additionally, the standardization of the accounting procedure for imports, production, and circulation of products with digital identifiers is planned, as well as determining the feasibility and stages of transitioning to full mandatory labeling.
