Legislators to strengthen control over radioactive wastes
Tashkent, Uzbekistan (UzDaily.com) -- Legislative Chamber of Oliy Majlis considered amendments to the law “On radioactive security” in the first reading, directed at strengthening responsibility producers at mining raw materials, producing construction materials and mineral fertilizers and ensuring control impact of radioactivity of environment and population health.

Radioactive materials are used in Uzbekistan in industry, agriculture, medicine, science and other industries of economy. There are over 2,000 objects, using radioactive and ionizing radiation, in Uzbekistan. Over 5,000 people work in these objects. Uzbekistan leadership pays attention to radiation and nuclear security and the country adopted several legislative acts directed at strengthening radiation and nuclear security.

MP Farhod Kuvatov, member of committee on defence and security of Legislative Chamber, said currently Uzbekisran created full legal base in radiation and nuclear security. He said the country adopted several laws, including “On radiation security”, “On wastes”, “On state sanitary inspection” and some others. They regulate relations, connected with ensuring radiation security, protection of life, health and property of citizens, as well as environment from impact of ionizing radiation.

At the same time, current radiation dangerous objects points out to necessity of intensive studying them to reveal level of real ecologic threat to develop complex of events directed to nature protection.

MP underlined that analysis of legislation in radiation and nuclear security showed that currently there is need to determine a coordinating body in radiation security, which will help for full implementation of the law “On radiation security” in places. He added that there is need to introduce changes and amendments to legislation.

It was noted that there is need to amend article 2 of the law “On radiation security”, which includes main concept and include meaning of “radioactive waste”. This is required to reveal real radiation level, ecologic threat and to develop necessary measures. Introduction of “radioactive wastes” is directed at ensuring single use of legislative norms, eliminating gaps and harmonization of national legislation to international laws.

MPs also offered to amend article 8 of the law “On radiation security”, which set responsibility on radiation control at production of raw materials, construction materials and mineral fertilizers, which contain natural radioactive elements.

This amendment is directed at strengthening supervision and responsibility of producers at mining raw materials, production of construction materials and mineral fertilizers, as well as ensuring control over impact of radioactive means to environment and population health.

Besides, the amendments set responsibility of employers for damaging health and life, property and damages of legal entities and individuals due to radiation at execution of works at radioactive objects and population, living near radioactively dangerous objects.

MPs believe that introduction of changes and amendments to this law will help to strengthen responsibility in places and protect health and environment.
