Legislative Chamber discusses development of ICT sector
Tashkent, Uzbekistan (UzDaily.com) -- Committee on information and communication technologies of the Legislative Chamber of Oliy Majlis of Uzbekistan in cooperation with the Central Bank organized a roundtable titled “Improvement of laws “On electronic payments” and “On electronic commerce”: practice, problems and solutions”.

MPs of the Legislative Chamber, representatives of the Cabinet of Ministers, state and economic bodes, banking-finance sector, and other participated at the event.

It was noted that President of Uzbekistan Islam Karimov signed a resolution “On measures on further developing modern information-communication technologies” on 21 March 2012. The resolution envisages creation and development of infrastructure for development of internet payment system with use of plastic cards and other electronic payments, stimulation of use of modern ICT in commercial activities.

Participants said that development of electronic payments and electronic commerce is part of economic reforms, conducted in Uzbekistan. It was said that the laws “On electronic commerce”, “On informatization”, “On electronic payments”, “On electronic digital signature” serve as ground for the reforms.

Introduction of ICT into economy opened new stage in development of relations between consumers and producers of goods and services. The banks are actively introducing Internet- and SMS-banking services. ICT sector produces various applications and software to automate electronic payments and e-commerce. Internet shops are created in national domain zone.

Roundtable participants underlined that creation of favourable conditions for payment of goods and service via electronic payments with use of e-money or banking payment cards will help to integrate markets and attract investments to the country. The e-commerce will also help businesses conduct deals in time and expand trade relations.

It was noted that active development of communications network in Uzbekistan creates necessary conditions for e-commerce development in Uzbekistan, including in rural areas.

Participant shared their opinion on boosting e-commerce and e-payments in Uzbekistan, including on improving local legislation. The roundtable participants adopted recommendations on improving laws.
