Uzbekistan 07/07/2009 Legislative Chamber considers CSTO summit results

Tashkent, Uzbekistan (UzDaily.com) -- Legislative Chamber of Oliy Majlis of Uzbekistan held a session to discuss the results of the session of the Collective Security Council of the Collective Security Treaty Organization (CSTO), which was held in Moscow, Russia, on 14 June. The meeting was initiated by Liberal-Democratic Party of Uzbekistan.

CSTO leaders discussed trends in international development and priority directions of the organizations. Uzbekistan signed several documents on the result of the summit, except the agreement on collective rapid reaction forces (CRRF). Uzbek leader Islam Karimov said it should reflect some “stands of principle”.

MPs said Tashkent Declaration on Collective Security from 1992, the country determined principle positions on relations to the organization and status of the Collective Forces of the CSTO. MPs discussed the opinion of Uzbekistan on CRRF agreement.

Uzbekistan is for using the CRRF only for repulsing an external aggression and in no case for solving frozen conflicts. The CRRF should not be used as an instrument for settling any disputed matters in the framework of the CSTO and on the entire space of the Commonwealth of Independent States (CIS). There exists a number of frozen conflicts on the Commonwealth territory, so Uzbekistan declares for precluding even a hypothetic possibility of the CRRF being used for their settlement and insists that this aspect should be reflected in the Agreement on the CRRF.

MPs said the Collective Security Council should adopt decision on use of the CRRF only based on consensus. In such case there is no sense in its ratification, and the opinion of parliaments of the CSTO member states is fully ignored, which contradicts to the article 12 of the CSTO Charter, which says the decisions are adopted on consensus.

Uzbekistan’s stand on the very Agreement on the CRRF is that “just as any interstate document it cannot and must not temporarily go into effect immediately upon its signing.” MPs said this touches sovereignty of the country and ignores internal legislation of the country. In line with the legislation of Uzbekistan, the Uzbek parliament ratifies international agreements, including agreement on defence.

MPs supported the position of the Uzbek President on the CRRF agreement. They said the CSTO should adhere to its Charter and fundamental documents of the organization, national legislation of member-states. Ignoring of these will create ground for contradictions and disagreements within the CSTO.

The Uzbek parliamentarians adopted decision on the considered issue.
