Legislative Chamber consider execution of state budget in Jan-Sep
Tashkent, Uzbekistan (UzDaily.com) -- Legislative Chamber of Oliy Majlis of Uzbekistan considered execution of the state budget of Uzbekistan in nine months of 2013 at the plenary session on 26 November 2013.

The press service of the Legislative Chamber of Oliy Majlis said that Deputy Minister of Finance of Uzbekistan Mubin Mirzayev and deputy chairperson of the Committee of the Legislative Chamber on budget and economic reforms Sarvar Otamuratov delivered reports on the execution of the state budget.

It was underlined that in nine months of 2013 Uzbekistan ensured macroeconomic stability and high tempo of growth. This helped to increase competitiveness of economy and local producers, speed up implementation of investment projects on modernization of production, transport and engineering-communication infrastructure, improve well-being of population.

The state budget was executed with surplus. The foreign trade surplus made up over US$1 billion. The gross domestic product (GDP) of Uzbekistan grew by 8.1%, industrial production – 9.4%, agriculture output – 6.8% and retail trade – 14.7%.

High economic growth was recorded in machinery and metal processing, light industry, production of construction materials and food industry. The share of these sectors in industrial production rose from 47.4% to 51.4%. Some 2,200 new production objects were launched in the reporting period.

The State Budget paid attention to financing education, healthcare, social support of population, payment of pensions and allowances.

About 57.5% of expenses to social sphere were directed to finance and develop educational establishments.

Within the state programme “The Year of well-being and prosperity”, educational accessories were purchased for 540,000 pupils, who went to schools for the first time. The budget also financed purchase of winter clothes to children of low income families. The budget also allocated recources to repair 64 children centers “Barkamol Avlod” and 123 colleges and lyceums.

The state budget issued 11.4% of allocations to general educational institutions to kindergartens and 54.5% of allocations to education sphere – to general educational establishments.

The State budget issued 89.7 billion soums to protection of environment. They were directed at financing biodiversity and landscape protection, fauna and flora, prevent infectious diseases, etc.

Over 106 billion soums were issued to finance construction of water supply networks. In the result, 2000 km of water supply networks were constructed, of which 1,900 km in rural areas.

After the discussions, the Legislative Chamber approved the report on execution of the state budget in nine months of 2013.

The MPs also considered and passed the draft law “On introduction of changes and amendments to Tax Code of Uzbekistan in connection with adoption of main directions of tax and budget policy for 2014”.
