Legislative Chamber adopts several new laws
Tashkent, Uzbekistan (UzDaily.com) -- Legislative Chamber of Oliy Majlis of Uzbekistan approved several new draft laws directed at expanding and strengthening legal base of reforms, conducted in the country in various areas, at its session.

MPs discussed a draft laws “On introduction of changes and amendments to law “On regulation of Legislative Chamber of Oliy Majlis of Uzbekistan”.

The document introduces changes to mechanism of consideration and discussion of draft laws, in line with which the draft laws will be considered at responsible committees and factions of political parties. The committees will have no right to make conclusion on proposed draft law before consideration of it at factions. This process will ensure participation of political parties in all stages of legislative process and develop their positions on the documents based on goals of the parties and interests of their voters.

The draft law sets that representative of responsible committee will deliver opinions and proposals of political factions about the draft law at the session of Legislative Chamber.

The draft law was passed and directed to the Senate of Oliy Majlis of Uzbekistan for further consideration.

MPs also discussed a draft law “On changes and amendments to some legislative acts of Uzbekistan in line with cardinal decreasing licensing types of activities and permission procedures” in the second reading.

The draft law is directed at creating favourable conditions for small businesses due to decreasing red type, decreasing and easing licensing and permission procedures, system of submitting reports, etc.

The document envisages decreasing licensing of some types of activities, decreasing number of statistic, financial and tax and other types of reports, etc.

MPs also discussed a draft law, which envisages improvement of norms of law “On audit activities”. The document is directed at improving norms of existing legislation in audit sector. The document expands number of enterprises, which should undergo mandatory audit inspection, ensure legal protection and independence of auditors and audit organizations, etc.

Legislative Chamber also considered a draft law “On introduction of changes and amendments to Civil Procedural Code of Uzbekistan and Family Code of Uzbekistan, directed at improving family institute”.

The draft law was developed to execute State Programme of the Year of Family and envisages to introduce changes and amendments to set judicial order of consideration of children adoption in Uzbekistan.

It is expected that new order will help to protect rights of children and foster parents, ensure adoption secrecy, prevent violation of law, develop and improve family institute, taking into account national peculiarities and modern requirements.

MPs also discussed a draft law directed at ensuring health of young generation and preventing negative consequences of early marriages. The draft law introduces changes and amendments to Family Code, Criminal Code, and Code on administrative liability. The changes concretize cases when early marriages allowed in Uzbekistan. It also sets criminal and administrative responsibility for early marriages.

Legislative Chamber also discussed a draft law directed at improving legislation on preventing and treating TB. The law envisages establishment of judicial order of forcing treatment of people with TB. The document should ensure protection of health of citizens and improve efficiency of treatment of TB.

MPs considered draft laws, which will further improve customs and economic procedural legislation of Uzbekistan. In particular, the law improves consideration of economic cases by courts and use of ICT by courts.

Other draft law is directed at improving Customs Code, which is directed at introducing electronic declaration of goods, as well as preliminary declarations.
