Legislation on employment security improved

Tashkent, Uzbekistan (UzDaily.com) -- At the 54th plenary session of the Senate, the Law "On Amendments and Additions to the Law of the Republic of Uzbekistan “On Employment’" was reviewed.

This document, aiming to ensure openness and transparency in this field, sets conditions for employers to provide information on available job vacancies electronically.

The Law also clearly defines the criteria for mass layoffs, aligning them with the newly revised Labor Code of the Republic of Uzbekistan, thus further enhancing the social protection of workers.

The Law stipulates that subsidies for promoting employment and engaging the population in entrepreneurship, as well as financial assistance provided by ministries and agencies from their targeted funds, establish the grounds for granting or denying a loan.

The process of registering job seekers is simplified. Information about work experience, education (if available), wages, and other details of job seekers will be independently requested by local labor authorities from responsible state bodies and organizations, including through the interagency integration platform of the "Digital Government" system.

The Law aligns the employment process of job seekers based on referrals and applications for employment assistance with the requirements of the "Law on State Civil Service."

Additionally, it establishes additional guarantees for material support upon termination of the employment contract on the grounds of the Law, ensuring that workers retain their average salary during the job search period, including severance pay, but for no more than two months after termination of the employment contract.

The Law clarifies the conditions for determining the amount of unemployment benefits for those who have lost their jobs and wages (labor income) and improves the procedures for suspending and terminating unemployment benefit payments.

Furthermore, it sets the foundations for concluding employment contracts with individuals engaged in paid public works for a period of up to eleven months and the conditions for paying stipends to the unemployed. It also refines the use of funds from the State Employment Promotion Fund.

The document clearly establishes the criteria for paying stipends to the unemployed from the State Employment Promotion Fund during professional training, retraining, or advanced training.

It was noted that the adoption of this Law will increase the efficiency of employment services provided to the population, eliminate unnecessary hassles for citizens seeking employment, and strengthen public trust in state bodies.

After discussions, the Law was approved by the senators.
