Lawmakers approve bill enhancing citizens’ and civil institutions’ role in lawmaking

Tashkent, Uzbekistan (UzDaily.com) — The Legislative Chamber of the Oliy Majlis has approved a bill aimed at improving the procedures for submitting and reviewing draft laws in the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan.

The document introduces amendments to the current legislation, mandating the submission of results from legal examinations of draft laws and international agreements when they are submitted to parliament. Additionally, anti-corruption reviews and public discussions of draft laws will now be compulsory.

The bill establishes a legal framework for subjects of legislative initiative, enabling them to withdraw previously submitted drafts before their adoption in the second reading by submitting an appropriate proposal to the Legislative Chamber.

Further measures include transforming departmental regulatory acts into documents with higher legal authority and repealing outdated subordinate acts that have lost their relevance and significance.

The implementation of this bill is expected to improve the quality of legislative initiative work, involve the broader public—including citizens, civil society institutions, and business entities—in the lawmaking process, and strengthen the role of laws in regulating social relations.

Lawmakers supported the bill in its third reading.
