Total cost of the project is US$100 million. Citic Pacific Ltd. carried out design and construction of the plant on turn-key basis of the technologic plant for the cost of US$32.3 million in line with the agreement of Uzkimyosanoat. Technological part of the project was financed due to loan of China Industrial and Commercial Bank under insurance coverage of Chine Export-Import Insurance Corporation (90% of contract cost) and loan of Uzpromstroybank (10% of contract cost) under the guarantee of the Uzbek government. Uzkimyosanoat financed general construction works, which were conducted by local construction companies.

The designed capacity of Kungrad Soda Plant makes up 100,000 tonnes of soda ash. The main raw material for construction of soda ash is sodium chloride (salt) and limestone. All main raw materials for production are produced in Uzbekistan. The sodium chloride is mined at Barsakelmes deposit, located 53km away from Kungrad Soda Plant and limestone at Jamansay limestone deposit, developed at 250 km away from the plant.
