The protocol, signed by the SCO constituting states on 15 June 2007, amends Article 11 of the SCO Charter, which was singed in 7 June 2002, changing the status of the SCO Secretariat from an administrative to an executive body.
The protocol also changes the name of the position from SCO "executive secretary" to SCO "general secretary."
The SCO consists of China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan.
