Justice has been served, but the rule of law must be fully and equally respected

Tashkent, Uzbekistan (UzDaily.com) -- Reports on social networks that police officers detained a guy with a ribbon of the colors of the State Flag of Uzbekistan at the Chim market in Kamashi district caused justified criticism from the public.

The Department of Internal Affairs of Kashkadarya region reported that on 5 May, citizen R.I. refused to comply with the lawful demands of prevention inspectors to remove the tape and resisted. On this fact, in accordance with the relevant articles of the Code of Administrative Responsibility, documents were drawn up and sent to the Kamashinsky District Court for Criminal Cases.

Later, with the intervention of the Prosecutor General’s Office, the decision to initiate a case on an administrative offense was declared illegal and this decision was canceled. The unlawful punishment of a young man who wore a ribbon in the colors of the flag was prevented. Justice has prevailed.

However, it remains unknown how the actions of the police officers who made illegal demands to a citizen, issued the relevant documents and sent them to the court for prosecution, as well as the actions of the court that issued the illegal decision, are assessed.

In other words, justice has prevailed, but the question of whether the rule of law is fully ensured remains open.

During the meeting on 8 May 2023, dedicated to the results of the referendum, the President stressed the need to ensure the rule of law in all areas, to interpret all the ambiguities in the laws in favor of the person, that the life rule of officials should be the approach: under any circumstances, justice must prevail.

In this regard, based on the appeals of the general public and members of the Yuksalish Movement, we consider it expedient to provide detailed information on this issue by the relevant authorities.
