Introduction of innovative methods of budget planning discussed in Tashkent
Tashkent, Uzbekistan (UzDaily.com) -- An international seminar on “Budgeting for results, medium-term budgetary framework and inter-budgetary relations” was being held at the Academy of Public Administration on 26-27 June 2018, organized by the Ministry of Finance jointly with the World Bank and UNDP in for the purpose of qualitative introduction of innovative methods of budget planning.

The international seminar is held in the format of "Open discussion" with presentation by international experts of best practice. Specialists of the Ministry of Finance presented the main directions of the ongoing reforms in the field of public financial management.

Over 50 international and national experts representing a wide range of stakeholders, including experts from the World Bank, IMF and UNDP, participated in the event. The deputies and senators of the Oliy Majlis of the Republic of Uzbekistan, experts of the Accounting Chamber, the National Project Management Agency, the Ministry of Economy, the State Committee for Investments, the State Tax Committee, the State Customs Committee, the State Statistics Committee and other sectoral ministries of the social sphere, academics State Administration under the President of the Republic of Uzbekistan, Institute for Forecasting and Macroeconomic their research, the Banking and Finance Academy also participated in the event.

Within two days, topical issues of implementation of practical measures and tasks to improve the system of budget planning and interbudgetary relations on the topics of good budgeting - efficiency, effectiveness, transparency, legitimacy were discussed. Particular attention was paid to the role of budget management and medium-term budgetary frameworks.

Separately, international practice on fiscal decentralization and improvement of intergovernmental fiscal relations were studied.

At the presentation of the Ministry of Finance, the measures taken to introduce completely new principles and mechanisms for planning the state budget, implementing measures to ensure the transparency of its revenues and expenditures were highlighted.

Thus, in the prepared Concept of improving the system of public finance in the Republic of Uzbekistan, in particular, it is planned to introduce medium-term budgetary planning, the establishment of budgetary rules for the medium-term perspective, and IT budgeting in the budget process for the principles of assessing the effectiveness of budget spending on investment, and further improving the development of intergovernmental fiscal relations.

As a result of the seminar, practical proposals were developed by the international financial institutions for further reforming the public financial management system in the Republic of Uzbekistan.
