Operators and providers, who carry out their activity based on corresponding license, have right to access international telecommunication network only through technical means of Uzbektelecom. This gives Uzbektelecom monopoly right to providing access to international telecommunication network, including Internet.
State Demonopolization and Competition Development Committee adopted measures, which introduced declaring tariffs for service of international data transfer (providing access to Internet) and renting international channels through setting maximum level of Uzbektelecom profitability by the Uzbek Finance Ministry.
Before declaring tariffs to internet access for providers, Uzbektelecom used tariffs with price gradation based on the used capacity. After introduction of declaration (in March 2010), the single tariff for this service was set, which is 58% lower from previous maximum tariff.
The committee said that the tariffs of Uzbektelecom also decreased by 50% after the introduction of declaration and profitability level.
The State Demonopolization Committee studied impact of decrease of Uzbektelecom tariffs for final users – legal entities and individuals. The committee studied prices of ISPs, which receive access to internet channel directly from Uzbektelecom.
The study showed that the prices for final users decreased from 10% to 50% in the result of implemented measures.
So, Sharq Telekom cut its prices for internet services to legal entities in 2011 by 44% compared to 2010. East telecom also decreased its prices. For example, unlimited internet access at 64 kbps fell by 35%.
It is worth to mention that ISP decreased their prices individually based on their price policies despite growth of other expenses like the cost of license, payment cards, salaries, rent of premises, etc.
Providers are ready to further optimize their tariff plans if Uzbektelecom cuts its prices for the service, the committee said.
