International round table “Reform of tax and customs policy, as well as digitalization of revenue administration” continues its work in Samarkand

Tashkent, Uzbekistan (UzDaily.com) -- On 6 October 2022, a meeting of the international round table "Reform of tax and customs policy, as well as digitalization of revenue administration (exchange of experience)" continued.

Two sessions are planned for the second day of the round table.

Thus, the fourth session is devoted to the topic of digital transformation of tax and customs administration.

During the meeting, the fundamental issues of the sequence of automation and institutional reforms in tax and customs authorities, the right combination of tactical service for taxpayers and long-term strategic change in processes, international best practices for the transformation of tax and customs authorities, indicators for assessing progress in the digitalization of tax administration, as well as the relationship of the level of digitalization were discussed. and automation of tax and customs authorities with a shadow economy.

In recent years, the introduction of technology by tax administrations has improved their performance in two distinct areas: better delivery of electronic services to taxpayers and stronger enforcement of tax laws, resulting in increased tax revenue collection. However, many tax authorities currently still rely on cumbersome, paper-based and lengthy audit processes. The changes taking place in connection with the increasing digitalization of the economy and society as a whole require a different model of tax administration - what the OECD called "invisible" tax administration.

Digitalization leads to more efficient tax collection, lower costs, more effective fight against corruption, greater transparency and traceability of transactions. Digitalization of tax administrations allows them to play a new role and strike a balance between facilitating tax compliance and ensuring effective control of taxpayer obligations.

From the presentation by Nurjan Jumagaliyev, Deputy Head of IT Management of the State Revenue Committee of the Republic of Kazakhstan, said: "Digitalization of public services is one of the ways to reduce the share of the shadow economy, as well as a key factor in the development of the state’s competitiveness. Today, in the Ministry of Finance of Kazakhstan, almost all services are available electronically. A number of initiatives are being implemented to digitalize the ministry, ensure its transparency and reduce the share of the shadow economy, including through a system of traceable goods.

Today, 81% of customs declarations are issued within one minute. A reduction in the financial costs of participants in foreign economic activity has been achieved by saving costs on the services of customs representatives and temporary storage warehouses.
