International Conference on reforms of the pension system takes place

Tashkent, Uzbekistan (UzDaily.com) -- On 18-20 April, the International Conference organized by the International Association of Pension and Social Funds and the extra-budgetary Pension Fund of the Republic of Uzbekistan on theme “Pension reform in Uzbekistan and the countries of Eurasia. Problems and Solutions” is taking place in Tashkent (Uzbekistan). This is the first such forum held in the country.

Leaders of pension and social funds and institutions of Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, and representatives of the non-state Pension Fund “Gazfund” attended the conference.

Director of the International Association of Pension and Social Funds E. Ametov, Deputy Minister of Finance of the Republic of Uzbekistan Y. Tursunov, First Deputy Minister of Employment and Labor Relations of the Republic of Uzbekistan E. Mukhitdinov addressed to the participants with greetings.

Delegates from Kazakhstan, Kyrgyzstan, Moldova and Azerbaijan provided information on the pension systems of their countries, their similarities and differences. The specialists of the Pension Fund of the Republic of Uzbekistan spoke about the concept of pension reform in our country.

Of particular interest was the report of the chief research officer of the All-Russian Research Institute of Labor, Doctor of Economic Sciences Valentin Roik on the topic: "Pension reforms in the post-Soviet space: results, unresolved issues, new challenges and answers to them." He described the change in the socio-political model in the early 1990s, the subsequent use of “shock therapy” and its consequences for pensioners, the results of modernization of the pension systems of the CIS states over the past time, their state from institutional positions and the challenges facing them against the background of a steady trend population aging.

Participants discussed issues of reforming pension systems and social insurance, including changes in the retirement age. In particular, in Uzbekistan it is set at 60 years for men and 55 years for women. In Turkmenistan - 62 and 57 years, respectively, in Kazakhstan, Kyrgyzstan and Tajikistan - 63 and 58, and in Kazakhstan a decision was made to gradually increase the retirement age of women, bringing it to 63 years.

At the same time, delegates familiarized themselves with the procedure for payment of social benefits to mothers raising children with disabilities, according to the decree of the Cabinet of Ministers of the Republic of Uzbekistan “On introducing changes and amendments to some government decisions aimed at providing social support to mothers with children with disabilities, as well as implementing socially significant goods (services) at a free price "dated March 18, 2019. This document stipulates that such women are entitled to a monthly allowance after reaching the age of 55, even if they do not have the necessary work experience. Today, about 1,000 mothers have received complaints from the Pension Fund.

The conference participants studied the experience of the pension systems of European countries and discussed further directions for the development of this area.
