Tashkent, Uzbekistan (UzDaily.com) -- A Presidential resolution "On additional measures to simplify the provision of public services, reduce bureaucratic barriers and develop a national system for the provision of public services" was adopted.
From 1 August 2022, Uzbekistan will introduce a system of identification of individuals Mobile-ID in addition to the existing system and means of identification for the use of public services/
The country will establish an order in accordance with which:
the Mobile-ID system is an integral part of the Unified Information System for Identification of Users of the Electronic Government System, which envisages the identification of a person by means of his mobile phone number.
Identification of a person using the Mobile-ID system is carried out at the request of citizens by public service centers or notary offices or through the SPIPS mobile application.
When a citizen applies directly to the Center or a notary’s office for identification using the Mobile-ID system, an original identity document is presented, while an employee of the Center or a notary’s office photographs the citizen’s face in digital format, takes fingerprints of his hands in electronic form, and the number the mobile phone of this citizen is linked free of charge to his personal account on the SPIS;
When a citizen uses the SPIPS mobile application for identification using the Mobile-ID system, the method of remote biometric identification (Face-ID) or an electronic digital signature in the ID-card is used, and his mobile phone number is linked to a personal account on the SPGS free of charge;
Identification of citizens directly by the Centers or notary offices using the Mobile-ID system is carried out until 31 December 2022 - without charging a fee, starting from 1 January 2023 - with a one-time fee of 2 percent of the base calculated value.
Users of the Mobile-ID system can use all public services (except for financial ones) without using an electronic digital signature.
All notifications sent to the citizen’s personal account at SPIPS are sent at his request and on the basis of established payments in the form of SMS messages to the mobile phone number identified using the Mobile-ID system.

National Strategy for the Modernization and Accelerated Development of the Public Service Delivery System for 2022–2026;
"Roadmap" for the implementation in 2022-2023 of the National Strategy for the Modernization and Accelerated Development of the Public Services Delivery System for 2022-2026;
List of licenses and permits, certain requirements and conditions of which are canceled from July 1, 2022;
List of public services that do not require confirmation by an electronic digital signature on the Single Portal of Interactive Public Services from 1 June 2022;
Schedule for the integration of information systems of state bodies and organizations into the electronic notification system for public services provided to the population and business entities within the framework of the "Electronic Government";
Schedule for the phased integration of information systems and databases of state bodies authorized to conduct and consider cases of administrative offenses into the Unified Billing System;
Target indicators (indicators) for the accelerated development of the public service delivery system in 2022–2026.
From 1 July 2022, the request by communal organizations from the population, including business entities, of information and documents provided for in paragraph 4 of the Decree of the President of the Republic of Uzbekistan from 23 March 2021 No. UP-6191 and paragraph 5 of the Decree of the President of the Republic of Uzbekistan from 24 July 2021 is canceled .
From 1 September 2022, the following non-governmental organizations will have access to information that can be obtained through the Electronic Government system:
commercial banks;
telecommunications organizations;
private medical institutions;
non-state educational organizations;
insurance organizations.
From 1 June 2022, a procedure will be established in accordance with which:
persons registered in the information system "Unified Register of Social Protection", and their children, as well as young people included in the "Youth Notebook", are exempt from paying fees charged for participation in entrance tests conducted when enrolling in higher educational institutions;
when making payments collected for the use of public services through branches of commercial banks located in the centers, in cash or non-cash form, a separate fee for the amount of a commercial bank commission in the amount of up to two percent is not charged (with the exception of state duty payments);
officials and responsible employees of organizations, regardless of their organizational and legal form, who are entrusted with the functions of providing public services or carrying out other administrative procedures, are responsible for violation of legislative acts in the field of rendering public services.
The resolution introduced amendments and additions to some legislative acts, and some of them were recognized as invalid.
