Implementation of program "Every family is an entrepreneur" in Ferghana discussed

Tashkent, Uzbekistan (UzDaily.com) -- On 5 October 2020, the Committee of the Senate of the Oliy Majlis on Budget and Economic Reforms heard reports from the heads of ministries and departments, the khokimiyat of Fergana region on the work done in Fergana region in 2019 and the first half of 2020 within the framework of the program "Every family is an entrepreneur."

It was noted that in order to familiarize the population in detail with the content of the program and study the needs of citizens for preferential loans, extended meetings and propaganda events were organized, which were widely covered in the media.

Within the framework of family entrepreneurship development programs in 2019, commercial banks for 34,309 projects allocated preferential loans in the amount of 707.7 billion soums.

Of these, 583.7 billion soums were allocated for the implementation of the program "Every family is an entrepreneur", 78.0 billion soums - for the implementation of the State program "Yoshlar - kelajagimiz", 16.5 billion soums - for the development of handicrafts and 29.6 billion soums - for other programs.

Under the program "Every family is an entrepreneur" loans were allocated in the amount of 158.7 billion soums for 9,980 projects in the direction of production, 412.1 billion soums - for 22,396 projects in the field of agriculture.

20042 low-income families were studied, 11,364 families were allocated for soft loans in the amount of 106.4 billion soums to establish entrepreneurial activity.

In order to systematically organize the implementation of the program, 405 supplying enterprises organized the provision of 503 types of goods and services to citizens and entrepreneurs, and 1086 young entrepreneurs were assigned to 492 leading entrepreneurs.

Based on the specialization of makhallas in the cities and districts of the region, the principle "One district - one product" has been established.

For 4 projects, exceeding the size of the base value more than 1000 times, loans in the amount of 9.5 billion soums were allocated and 4564 new jobs were created.

In accordance with the decree of the President of the Republic of Uzbekistan, from January 1, 2020, lending is carried out through the joint-stock commercial banks "Khalq Bank", "Microcreditbank" and "Agrobank".

Due to this, in the first half of 2020, loans in the amount of 177 billion soums were allocated in the region for the implementation of the program "Every family is an entrepreneur", 20.1 billion soums - the State program "Yoshlar - kelajagimiz", 49.7 billion soums - the program for the development of handicrafts, 2.9 billion soums - within the framework of the program to support farms, dekhkan farms and owners of household lands.

During the reporting period, 8,838 individuals and business entities were allocated loans in the amount of 253.6 billion soums, which are primarily aimed at creating a source of income for families included in the "iron notebook". This year, about 9,200 new jobs have been created through loans.

At the meeting, it was noted that during the study, a number of problems and shortcomings in the activities of ministries and departments, the regional khokimiyat in implementing the program were identified.

So, due to the lack of registration of families, the population in need of support under the program, the possibility of assessing socio-economic support due to the allocated soft loans to really needy families and the population is reduced.

There is no monitoring of the intended use and effectiveness of the allocated loans. The system for determining the effectiveness of spent funds has not been established. And this negatively affects the development of future strategies for determining the direction of the allocation of loans.

As program coordinators, the ministries of finance, economic development and poverty reduction did not pay due attention to the implementation of the tasks defined by the decree of the President of the Republic of Uzbekistan from 7 June 2018.

Suggestions and recommendations were made to eliminate the identified problems and shortcomings.

The relevant decision of the Committee was adopted on this issue.
