IMF Mission in Tashkent Focuses on Tax Incentive Efficiency and Personal Income Tax Development

Tashkent, Uzbekistan (UzDaily.com) — From 5 to 16 June 2025, a mission from the International Monetary Fund (IMF) is taking place in Uzbekistan, focusing on the enhancement of tax policy and administration. The delegation is headed by Shafik Hebous, Deputy Division Chief of the IMF's Fiscal Affairs Department.

On June 10, as part of the visit, IMF representatives met with Mubin Mirzaev, First Deputy Chairman of Uzbekistan’s Tax Committee.

During the meeting, the two sides discussed key areas of reform in tax administration. Particular attention was given to assessing the effectiveness of tax benefits and profit tax exemptions provided to residents of the country’s IT Park, as well as to participants in free economic, industrial, and other special zones.

One of the central topics of the discussion was the development of personal income tax (PIT), including the implementation of tools aimed at encouraging voluntary tax compliance by individuals earning income outside the formal economy.

The conversation also touched on the issue of treaty abuse — or "treaty shopping" — where international agreements on the avoidance of double taxation are exploited to artificially reduce tax liabilities by routing income through low-tax jurisdictions.

At the conclusion of the mission, the IMF experts will prepare an analytical report outlining their findings and offering recommendations to support the continued development and modernization of Uzbekistan’s tax system.
