IFC, State Property Committee hold training on RIA
Tashkent, Uzbekistan (UzDaily.com) -- IFC, a member of World Bank Group, in cooperation with the State Property Committee of Uzbekistan conducted a two-day training for employees of the committee on practical implementation and use of Regulatory impact assessment system (RIA).

The RIA is modern mechanisms of improving the elaboration, adoption and implementation monitoring of the legislative acts, which directly affects the interests of entrepreneurs. The implementation of current system allows to increase the quality of the legislative initiatives. One of the key instruments of the RIA is carrying out consultancies with the entrepreneurs and other stakeholders, which allows to take into account their interests in the process of adopting and executing legislative acts, as well as to quality assessment of legislative acts adoption effect on business environment, citizens of the country and etc.

According to international practice, the RIA introduction will decrease administrative expenses for businesses and the government, inflow of local and foreign investments, improvement of productivity and competition, as well as export potential. The RIA was introduced in 38 countries.

Ulugbek Vahobov, head of Department of the Foreign and Public Relations of the State Property Committee of Uzbekistan, said the Government adopted steps on introduction of the RIA. In particular, the Government adopted a resolution No. 281 from 26 December 2008 “On measures of introduction of the Regulatory impact assessment system”, he added.

Vahobov noted that the State Property Committee is one of the state bodies, which introduce the RIA in Uzbekistan. “We welcome organization of this training and we want to continue cooperation further to introduce the RIA in the country.”

Arif Nasibov, deputy manager of IFC’s Uzbekistan Business Enabling Environment Project, said it is impossible to introduce the RIA without understanding principles and skills on use of them in practice. “We hope that out training will provide practical skills, which they can use in their work,” he added.

The training was held in interactive form with practical tasks and considered concrete examples on determining problems, regulation targets and preparation of legislative acts. Participants received certificates on completion of the course on the RIA elements.
