How electricity and gas tariffs are formed

Tashkent, Uzbekistan (UzDaily.com) – According to Resolution No. 337 of the Cabinet of Ministers “On additional measures to improve tariff policy in the fuel and energy sector”, the main directions of tariff policy in the fuel and energy sector of the Republic of Uzbekistan for the period up to 2035 have been defined.

The document approves the provisions on the procedure for forming tariffs for electricity and natural gas.

Tariffs are determined based on costs for extraction, transmission, and other systemic services, distribution, and sales with full cost recovery of operational and capital expenditures.

Starting from 2026, tariffs for electricity and natural gas approved in the established procedure will be effective for a period of at least three years.

The unified purchaser of electricity and natural gas buys and sells electricity and natural gas at tariffs set by the Interdepartmental Commission on Tariffs under the Cabinet of Ministers.

State support for low-income and vulnerable population groups is provided by maintaining a base tariff for electricity and natural gas, as well as providing compensation when tariffs are increased.

Regulated electricity tariffs must reflect costs, ensure efficient operation of the power grid, and account for social compensation.

The procedure for forming electricity tariffs includes:

  • Mechanism for setting electricity tariffs;
  • Procedure for determining the necessary revenue of organizations and electricity tariffs for different consumer groups;
  • Submission of documents to substantiate tariffs;
  • State control over tariff formation, and others.

The procedure for forming natural gas tariffs includes:

  • Principles of tariff regulation;
  • Procedure for calculating expenses by types and necessary revenue;
  • Subsidized tariffs;
  • Principles of distribution of expenses, assets, and revenues, and others.
