Heating systems to be transferred to the management of private owners

Tashkent, Uzbekistan (UzDaily.com) -- A Presidential resolution "On the modernization of heating systems of social facilities on the basis of public-private partnership" was adopted on 10 April 2023. The document was published by UzA.

For uninterrupted supply of thermal energy in the autumn-winter season, state social facilities operating in the regions of the republic will be transferred to coal fuel as part of PPP projects.

The document also approved a plan for concluding PPP agreements for state social facilities in 2023.

Within the framework of the projects, khokimiyats of districts (cities) will act as state partners. Private partners will be determined by holding a tender and (or) selecting the best proposals based on the decisions of the Kengashes of people's deputies of districts (cities).

The requirements for private partners are as follows:

the share of funds from private partners must be at least 50%;

the amount of expenses for services provided by private partners should be less than the funds provided for these purposes in the parameters of local budgets;

the reliability of private partners as taxpayers and their total income from the sale of goods (services) over the past year should be at least 3 billion soums.

500 billion soums will be allocated for the modernization of heat supply systems based on PPP.

In order to support manufacturers of heating boilers, until 1 January 2025, some goods not produced in the country, imported from abroad, will be exempt from customs duties. The list of goods will be formed by the Ministry of Energy together with boiler manufacturers.

The Ministry of Economy and Finance will monitor the implementation of performance indicators defined in the PPP agreements. If deficiencies are identified, measures will be taken, up to termination of the contract.
