Health Minister discusses the introduction of electronic systems to prevent corruption in healthcare

Tashkent, Uzbekistan (UzDaily.com) — On 17 April 2025, a regular "Government Hour" session was held in the Legislative Chamber of the Oliy Majlis at the initiative of the faction of the Social-Democratic Party of Uzbekistan "Adolat."

The deputies discussed the topic "Ongoing Efforts to Prevent Corruption in the Healthcare Sector," and the Minister of Health, A. Khudayarov, provided answers to their questions.

In recent years, Uzbekistan has implemented several measures to ensure the population has access to quality and safe medications. Specifically, the "Electronic Prescription" system was introduced in both public and private pharmacies to prevent hidden agreements between healthcare workers and pharmaceutical companies.

As part of the Unified Medical Information System (DMED), the "Electronic Prescription" module was developed, allowing prescriptions to be issued electronically, taking into account the dosage and form of the medication. This system automates reporting and controls prescription issuance through a mobile app for patients. A database of international non-proprietary drug names has also been created.

Furthermore, as part of the implementation of state medical insurance mechanisms, the "Reimbursement Program" was launched, allowing patients to receive prescribed medications without having to pay for them.

During the "Government Hour," information was also presented on the measures to implement a unified set of information systems in healthcare, reduce unnecessary procedures in management, and prevent corruption in the recruitment process.

A. Khudayarov noted that, together with "UZINFOCOM," the Unified Medical Information System (DMED) and mobile applications for the public and doctors ("DMED" and "DMED Pro") were developed. The system is already operational in 2,475 out of 2,571 primary healthcare institutions. Efforts are ongoing to purchase the necessary equipment and train personnel.

Additionally, a Medical and Pharmaceutical Personnel Qualification Assessment Center was established to objectively assess the qualifications of workers using information technologies.

The deputies expressed interest in ensuring the rational use of budget funds and the effectiveness of public procurement. The minister pointed out that the online system "E-Khardi" ensures transparency and openness in public procurement. In 2024, a "Situation Center" will be created in the ministry to monitor expenditures in the healthcare system.

Furthermore, parliament members raised concerns about the transparency of free medical services and medication provision, as well as measures to eliminate corruption in this area. The minister explained that relevant information is available on the ministry’s official websites and social media platforms. A list of services included in the guaranteed volume of services is also available for review at medical institutions.

In conclusion, the deputies proposed measures for further development of the sector and ensuring effective parliamentary oversight.
