Professional Football League of Uzbekistan (PFL) introduces new requirements for clubs of Oliy Liga in 2012. One of novelties is licensing of clubs.

PFL said that it was revealed that Gulistan, which claimed the second place in the First Division last season, is not ready to play in Oliy Liga.

In the result, Bureau of Executive Committee of Uzbekistan Football Federation decided to replace Gulistan with Kyzylkum, which claimed the 13th place last season and relegated to the First Division.
