Government to support low-income families and agricultural cooperatives

Tashkent, Uzbekistan (UzDaily.com) — The President of the Republic of Uzbekistan has signed a decree "On Measures to Ensure Employment and Reduce Poverty in 2025" (No. PP-12 of 17 January 2025).

The document outlines a range of measures aimed at supporting low-income families and developing agricultural cooperation.

One of the key innovations will be the allocation of subsidies to members of low-income families to make contributions to the authorized capital of agricultural cooperatives. The subsidy amount will be up to 10 sizes of basic estimated value (BEV). This measure will enable low-income families to become active participants in cooperatives and earn income from their activities.

Additionally, solar photovoltaic stations with a capacity of 180 to 500 kW will be built in 300 mahallas classified as having a high level of socio-economic development challenges. The construction will be carried out through cooperation, creating additional jobs and opportunities for local economic development.

To stimulate the creation of new agricultural cooperatives for the cultivation and processing of agricultural and medicinal plants, significant tax incentives will be provided. From April 1, 2025, to January 1, 2028, the social tax rate for such cooperatives and the personal income tax rate for their employees will be reduced to 1%.

The decree also provides for the development of professional training and employment systems. Professional skills centers will implement the following:

Targeted Training: From 1 February 2025, a system of targeted training for unemployed citizens, including those from low-income families, will be launched. The training will focus on professions in demand in the labor market and be tailored to the needs of employers and commercial banks.

Digital Monitoring: From 1 March 2025, a system for digital monitoring of professional training and employment processes will be introduced.

New Training Directions: From 1 April 2025, courses will be organized for 12 new professional directions.

Additionally, by 1 December 2025, a creative industries cluster will be established at the Tashkent College of Personnel Management and Occupational Safety.

These measures aim to address the comprehensive issues of employment, poverty reduction, and sustainable regional development in Uzbekistan.
