Government amends legislation on microfinancing
Tashkent, Uzbekistan (UzDaily.com) -- The Government of Uzbekistan introduced changes and amendments to legislation, regulating microfinancing and activities of organizations, rendering microleasing services.

Amendments were introduced by the law "On introduction of changes and amendments to some legislative acts of Uzbekistan". President of Uzbekistan Islam Karimov signed the law on 29 December 2012.

The law was passed by Legislative Chamber on 9 November 2012 and approved by Senate on 5 December 2012. It came into force on 4 January 2013.

According to amendments, lessees can pay out the cost of leasing object (up to 2000 sizes of minimal salary) ahead of schedule. At the same time, interests on leasing will be paid to the period of leasing.

In line with the document, pawnshops and microcredit organizations will not be able to create other microcredit institutions or issue Debt Instruments, or accept deposits from legal entities and individuals.

They cannot attract loans from individuals, except from founders or members of the institution, act as warrantor or guarantor on liabilities of its founders, or provide them any other methods of guarantee on their obligations.

According to the law, current microcredit operations will not be abolished if the microcredit organization loses its license.

The law obliged microcredit organizations with the assets of over 1 billion soums to create internal audit services.
