Free distribution of plastic bags to be banned in Uzbekistan from 2019
Tashkent, Uzbekistan (UzDaily.com) -- Starting from 1 January 2019, Uzbekistan will ban distribution of free plastic bags in shops.

President of Uzbekistan Shavkat Mirziyoyev signed a decree on measures to improve the management of domestic waste.

According to the document, from 1 January 2019, sellers are prohibited from offering free plastic bags when purchasing goods.

Also it is forbidden to include the cost of plastic bags in the cost of sold goods. The head of Uzbekistan also banned the sale of such packages below their cost price.

The President of Uzbekistan banned the production of packages of polymer film with a thickness of less than 40 microns in the country.

The only exception is packs of biodegradable polymeric materials, without handles - which are an integral part of the packaging of goods, as well as sold by rolls for household use.

According to the document, from 1 August, private companies for collection and removal of household waste will have to participate in the tender through the single electronic trading platform E-Ijro Auksion for the maintenance of the territories.

Territories for the companies will be fixed with condition that the garbage disposal points will be properly cleaned, and they will sort the household waste themselves.

If the competition for securing the territory is recognized as failed, it is assigned to the SUE "Toza Hudud" or "Mahsustrans" without a tender.

The resolution envisages equipping the Toza Hudud enterprises with special equipment, arranging the landfills for solid household waste, and creating infrastructure in the district centers and rural settlements.

About 29 billion soums will be allocated for the construction of new garbage disposal points throughout the country, equipping them with trash containers - 3.6 billion soums.

In 2019-2021, the truck fleet "Toza Hudud" will replenish 590 garbage trucks, 84 bulldozers and 59 forklift trucks.

It is planned to strengthen public control over the state of the environment. Mininfocom was instructed to develop a portal until 1 September, where it will be possible to post photo and video materials about violations in this sphere.

The State Committee for Ecology and Environmental Protection was tasked to develop, in cooperation with the Ministry of Internal Affairs, effective mechanisms for prosecuting persons for pollution of territories, as well as strengthening the responsibility of citizens and officials for violations in the field of waste management.
